The project

CIMIC Group companies Pacific Partnerships, UGL and CPB Contractors, as part of the Momentum Trains consortium, have been selected by Transport for NSW to deliver the $1.26 billion Regional Rail Project as a design, build, finance and maintain contract at Dubbo. The project commenced in early 2019, with the first trains to enter service progressively from 2023. CIMIC Group has led the consortium’s development of the project, with Pacific Partnerships providing leadership and equity financing for the contract term. CPB Contractors will design, construct and commission the maintenance facility at Dubbo, whilst UGL will maintain both the fleet of 117 rail cars and the maintenance facility.

Your opportunity

Reporting initially to the Engineering Manager and subsequently the Project Controls Manager, the Design Manager – Construction Phase Services (CPS) will deliver a robust and cost-effective design input for the project during the final issue design and the construction phase, meeting the scope and technical requirements while in line with budget and program constraints:

  • Manage Design Consultants to ensure the design deliverables prepared by the consultants meet the Client’s Brief;
  • Ensure that the design deliverables prepared by the consultants comply with legislative and Authority requirements including Certification, Occupation and Assurance documentation;
  • Monitor the progress of issue of all design deliverables by the consultant team including required certificates.;
  • Coordinate the required and inspections and audits required under certification and assurance systems.
  • Manage temporary works designers, including obtaining briefs from the construction team and design responses from the temporary works consultants.
  • Managing the design consultants during the construction phase including timely responses to Request for Information (RFI’s) and design input into Non-conformance reports (NCRs)
  • Liaise with the subcontractors to assemble the trade package documentation including shop drawings;
  • Review all design deliverables for completeness and constructability and manage the review of all drawings by the Construction Team;
  • Maintain the Safety in Design and safety assurance process to effectively manage safety risk from design through to construction.
  • Follow CPB work procurement standards;
  • Contribute to monthly engineering reporting including compiling reports for the consultants;
  • Participate in workshops to close out final comments and documentation;

Our minimum requirements for this role are:

  • Relevant tertiary qualification;
  • Extensive design experience with exposure and delivery of Civil Projects;
  • Experience in Interpretation and application of contracts;
  • Significant site experience and preferably some design experience;
  • Knowledge of safety and environmental legislation;
  • Excellent written and verbal communication skills;
  • Analytical, negotiation and interpersonal skills; and
  • Computer skills.
