Key outcomes/Accountabilities

The aim of this role is to:

  • Lead and manage the Underwriting Team, which is responsible for issuing notices of cover under the Queensland Home Warranty Scheme for residential construction work carried out in Queensland, amending and cancelling cover, and providing Insurance Information Statements subject to legislative requirements.
  • Provide advice to the Board, Commissioner, Director Insurance Services and QBCC staff regarding the operation and application of legislation, statutory instruments, government policy requirements and operational procedures relevant to the Queensland Home Warranty Scheme.
  • Review and recommend changes to processes and legislation to improve the Queensland Home Warranty Scheme consistent with Government policy priorities, actuarially sustainable principles and the need to provide consumers with affordable home warranty protection.
  • Lead the annual review of premiums required by the Queensland Building and Construction Commission Act 1991, including liaising with the Scheme Actuary, drafting Committee and Board submissions, Ministerial Briefing Notes, Gazette Notices and internal and external communications, discussions with Central Agencies, and required system changes and training..
  • Assist the Board, Commissioner, Director Insurance Services, relevant QBCC units, and the responsible Department and Minister in the development and implementation of legislative change impacting the Queensland Home Warranty Scheme, including drafting and responding to policy submissions and drafting instructions.
  • Assist the Director Insurance Services, Scheme Actuary and the QBCC's reinsurance brokers in developing reinsurance proposals for consideration by the Board and Commissioner to manage QBCC's exposure to risk, and participate in the negotiation and placement of reinsurance
  • Assist and deliver education and training services to QBCC staff and other stakeholders regarding the operation of legislation, statutory instruments and process requirements governing the administration of the Queensland Home Warranty Scheme.
  • Prepare briefing papers and submissions relevant to the Queensland Home Warranty Scheme for consideration by Cabinet (including its committees), the Minister, Board, Commissioner, Director Insurance Services and other Government stakeholders.
  • Draft operational policies and procedures relevant to the administration of the Queensland Home Warranty Scheme consistent with the QBCC's obligations under the Queensland Building and Construction Commission Act 1991 (including its statutory instruments) and the QBCC's service delivery priorities.
  • Lead, manage, support and coach team members and assist the QBCC with the implementation of changes relating to the Queensland Home Warranty Scheme.
  • Assist relevant QBCC business units in the assessment of complex and large claims under the Queensland Home Warranty Scheme.
  • Investigate and resolve complaints related to the Queensland Home Warranty Scheme, including meeting with the complainant, and liaising with relevant QBCC business units.
